Fundación Hora de Obrar presentó la iniciativa para mejorar las condiciones de vida de 16 comunidades mbya en los próximos tres años. Participaron referentes indígenas de la localidad Ruiz de Montoya, Norma Silveiro, directora de Asuntos Guaraníes y el intendente, Victor Vogel.

El pasado 17 de julio se lanzó el proyecto cofinanciado por la Unión Europea, en el Salón de la Reforma de la Iglesia Evangélica Suiza en Ruiz de Montoya. Tape Pora alcanzará a más de 1000 personas y buscará desarrollar la producción agroecológica de alimentos y venta de artesanías, la educación integral e intercultural, el acceso a servicios básicos, salud y justicia desde una perspectiva intercultural, interdisciplinaria y de género.
Norma Silveiro, directora de Asuntos Guaraníes de la provincia de Misiones manifestó “Estoy muy contenta. Este proyecto es muy importante para los pueblos originarios del municipio y trabajaremos en conjunto”. También el intendente de Ruiz de Montoya, Victor Vogel, expresó su apoyo: “estamos a disposición para lo que necesiten”.
La Delegación de la Unión Europea en Argentina felicitó el lanzamiento: “El proyecto Tape Pora es el único de los 11 proyectos seleccionados por la Unión Europea en Argentina en el 2020 que se desarrollará en la Provincia de Misiones. Aspiramos a que pueda promover el acceso a derechos, el diálogo y el encuentro entre las comunidades y las organizaciones e instituciones que se involucrarán en su implementación”, destacó Victoria Giussani, Asesora de Cooperación Internacional en la Delegación.

En tanto, el director ejecutivo de la Fundación Hora de Obrar, Nicolás Rosenthal, explicó que “este financiamiento nos permite extender el trabajo que venimos haciendo desde hace 9 años en consulta permanente con las comunidades”.
Los caciques y referentes mbya de Takuapí, Tupambaé, Tierra Blanca, Ambay Poty, Pirakua, Ka’a Kupe, Koeju Miri, Yvytu Pora, Yhovy, Ypora, Tamandua´i, Ita Poty, Ñamandu, Guavirami y Azul participaron del encuentro bilingüe para conocer los próximos pasos, aclarar dudas y expresar sus opiniones.
En palabras del Mburuvicha de Takuapí, Hilario Acosta, con este proyecto inicia “un buen camino, en el que tenemos que caminar todos juntos”. “Sentí mucha emoción. Gracias a Ñanderu Ñamandu podemos trabajar todos juntos. Desde mi rol con mujeres y jóvenes me pareció buenísimo. Es un respaldo más”, expresó Juana Gonzalez, cacique de Yvytu Pora.
Tapé Pora resultó seleccionado entre más de 370 proyectos presentados en la convocatoria de Derechos Humanos dirigida a organizaciones de la sociedad civil que la Unión Europea lanzó en el 2020 en Argentina. Es una iniciativa impulsada por la Fundación Protestante Hora de Obrar junto a la organización alemana Pan para el Mundo.
Un proyecto con historia ierpina
El equipo técnico local de la Hora de Obrar y parte del equipo de Buenos Aires acompañó la jornada junto con el Pastor Hilario Tech y Guillermo Mohr, presidente de la Iglesia Evangélica Suiza, quiénes dirigieron unas palabras a los y las participantes durante el evento. También participó Alicia Novosat, directora del Instituto Intercultural Bilingüe Takuapí y miembros de la comunidad de la Iglesia Suiza, vinculados al histórico acompañamiento a la comunidad de Takuapí. También dijeron presente en el encuentro la vicepresidenta de la Iglesia Evangélica del Río de la Plata y consejera de Hora de Obrar, Karina Arntzen y el consejero, Matías Dehle.
La Iglesia Evangélica Suiza, viene acompañando el trabajo junto con pueblos originarios desde hace años, y ha fundado la Escuela Intercultural Bilingüe Takuapí con el objetivo de rescatar y respetar la cultura, religión y lengua mbya.
Desde 2011, con el apoyo de la Federación Luterana Mundial, Hora de Obrar impulsa el proyecto “Intercambio mbya” entre las comunidades misioneras de Ruiz de Montoya y las de la zona de Caaguazú en Paraguay. Esta iniciativa finaliza en 2021 para ser relevada y extender su alcance con el inicio del nuevo proyecto Tapé Porã, con financiamiento de la Unión Europea, cuyos cosolicitantes son Pan para el Mundo y la Fundación Hora de Obrar.
“Este proyecto comenzó en Takuapí con una huerta comunitaria y viajes de intercambio con la comunidad Mbariguí en Paraguay”, relató la coordinadora del proyecto Laura Gómez. Se trata de comunidades del mismo pueblo mbya separadas por los límites de los estados nacionales, lo que dificulta la transmisión de saberes ancestrales, de su lengua, y su organización comunitaria, entre otros aspectos.
“Con este trabajo de producciones agrícolas de alimentos e intercambios comenzaron a abordarse otras cuestiones como la salud, la educación y el fortalecimiento de organización de las comunidades. En estos últimos años se destaca el trabajo de promoción de la salud sexual integral con un enfoque en la prevención de infecciones de transmisión sexual y planificación familiar, que también surgió de uno de los intercambios realizados con agentes sanitarios indígenas. Esto, a su vez, nos lleva a estar trabajando en el presente, junto con la Universidad Nacional de Misiones (UNaM) y otras organizaciones, en el abordaje de las violencias desde una mirada intercultural y también en otra línea de acceso a la justicia”, explicó.
Entre los resultados que se lograron en este proyecto se destaca la integración de nuevas familias a la producción de alimentos en el marco del respeto a sus conocimientos ancestrales y el proceso de diálogos interinstitucionales con el Estado, con organizaciones indígenas y no indígenas para poder fortalecer el acceso de diversos derechos.
Los detalles del proyecto
- ¿De qué se trata el proyecto Tape Pora? ¿Cuáles son sus objetivos?
Con Tapé Porá vamos a mejorar las condiciones de vida de 16 comunidades indígenas Mbya-guaraní de la provincia de Misiones en la zona de Ruiz de Montoya.
Estas familias indígenas viven en condiciones muy precarias y debilitadas en diversas dimensiones de su vida: sus legítimos territorios se ven amenazados, el acceso a servicios públicos básicos es muy precario y las posibilidades de desarrollo económico y alimentario son muy limitadas.
Desde Fundación Hora de Obrar sentimos este trabajo como una reparación histórica para las comunidades originarias que busca mejorar sus oportunidades en el presente y en el futuro.
- ¿Cómo surge el proyecto?
La organización alemana Pan para el Mundo (solicitante principal del proyecto) y Hora de Obrar tienen una experiencia de trabajo junto a comunidades indígenas de la zona de Ruiz de Montoya y Paraguay desde hace más de 15 años.
La actual cooperación con la Unión Europea permite ampliar este trabajo a partir de julio de 2021 y alcanzar 16 comunidades para dejar capacidad instalada. De esta manera, una vez finalizado el proyecto, las comunidades podrán verse fortalecidas y con mayor autonomía. Es importante destacar que el proyecto Tape Pora se construye a partir de consultas y diálogos permanentes con las autoridades y referentes indígenas de la zona de Ruiz de Montoya.
¿Qué impacto se espera y sobre quiénes?
El proyecto Tape Pora va a alcanzar a unas 1.100 personas, con cuatro componentes principales, desde una perspectiva integral, de género e intercultural:
- Las comunidades van a lograr mayor autonomía económica y alimentaria con el desarrollo de la producción agroecológica de alimentos y la venta de artesanías.
- Vamos a mejorar las instalaciones del Instituto Intercultural Bilingüe Takuapí, capacitar docentes indígenas y acompañar la educación integral e intercultural de niños, niñas y adolescentes con nuevo material pedagógica.
- Vamos a mejorar la infraestructura para que llegue agua segura, saneamiento y servicios básicos.
- Y también se trabajará en el acceso a la justicia y a la atención primaria de salud a través del rescate de saberes tradicionales.
