Las emergencias climáticas son más frecuentes y devastadoras especialmente para las personas más vulnerables. Frente a este panorama, ¿hay alguna buena noticia? Conversamos con Martina Grahl, cooperante para Gestión de Riesgos y Emergencias de Hora de Obrar.
Cada 13 de octubre, se conmemora el Día Internacional para la Reducción del Riesgo de Desastres, una fecha que insta a reflexionar sobre la importancia de crear un planeta más resiliente y seguro ante las amenazas naturales y humanas.
Los mensajes clave de este día son claros: la pobreza, la desigualdad y la discriminación están en el centro del creciente riesgo de desastres. La desigualdad no solo crea las condiciones que exponen a las personas a peligros, sino que también las vuelve más vulnerables a los desastres. A su vez, los desastres afectan de manera desproporcionada a las comunidades más pobres y vulnerables, exacerbando la desigualdad en un ciclo vicioso.
Las previsiones climáticas actuales son preocupantes: en 2030, el mundo podría enfrentarse a 560 desastres al año. Más alarmante aún, se estima que casi 40 millones de personas podrían caer en la pobreza extrema debido a los efectos del cambio climático y los desastres.
En este escenario es difícil hallar esperanza. Martina Grahl, cooperante para Gestión de Riesgos y Emergencias de Hora de Obrar lo tiene bien claro. “Siempre abro los talleres preguntando por qué si hay organizaciones expertas, deberíamos involucrarnos. Y la respuesta es simple. Las organizaciones de fe trabajan a partir de los valores de solidaridad y compasión. El trabajo diacónico junto a las personas pobres y marginadas, el trabajo por los derechos, ya es un aporte.”
Además hay contribuciones específicas para prevenir y actuar ante las emergencias. “Hay un rol irremplazable del Estado. Pero también la iglesia tiene muchas capacidades, como la capacidad de organizar a las personas y la infraestructura que pueden poner a disposición. Además de eso tenemos el compromiso de cuidar a la creación y hay muchas acciones locales que podemos hacer para reducir los riesgos de desastres en las comunidades”, indicó Grahl.
De su mano, la Fundación Hora de Obrar está trabajando junto a comunidades locales, bomberos voluntarios, iglesias y organizaciones en educación en la gestión de riesgos y emergencias. Además junto a CREAS está desarrollando un Plan de preparación y respuesta de emergencias que estará listo antes de fin de año para organizaciones aliadas en el Foro ACT Argentina.
